add phase for colorscheme migration

Paper Tonic colorscheme and custom highlights
- Port Paper Tonic colorscheme as a local plugin.
- Add custom TreeSitter captures for CSS and HTML.
- Verify and extend highlights for plugins and captures.
- Retire legacy highlights and validate performance.
